The present invention relates to an apparatus and a method for determining a moving target using a radar. A method for determining a target using a radar according to an embodiment of the present invention includes the steps of: shooting a radar transmission signal in a pulse repetition interval (PRI) as to at least one target and receiving a laser receiving signal as to the target; calculating frequency difference value of the radar transmission signal and the radar receiving signal per distance index as to each PRI; acquiring frequency spectrum by converting the frequency difference value into a digital type and then performing Fourier transform; squaring and accumulating a plurality of frequency spectra corresponding to equal distance index, and then generating a distance profile of total target by comparing the accumulated square value with a reference value; generating an accumulation component value by multiplying the plurality of frequency spectra corresponding to the equal distance index by a first coefficient, a second coefficient and a third coefficient respectively; generating a distance profile of a static target by grouping the accumulation component values corresponding to the equal distance index and comparing the accumulation component values with a threshold value; and generating a distance profile of the moving target by using the distance profile of the total target and the distance profile of the static target. According to the present invention, the method can reduce hardware complexity and the amount of calculation when an FMCW radar detects a moving target. Also, the method can distinguish the static target and the moving target accurately, by preventing an error generated by multiple scattering of the target.
