The dispenser (22) has a tank (15) containing a filling product (170), and a closing device (210) connected upstream to a filling pipe (140). The closing device includes a valve (230) for closing and releasing a product outlet (330). A flow regulation valve (250) is placed upstream to the valve in relation to a product circulation direction (270). The filling pipe is connected to the tank in a first position (140a) that is at a level lower than a second position (140d) at which the filling pipe is connected to the closing device.
