PURPOSE: To obtain a thin layer magnetic recording medium excellent in electromagnetic transducing characteristics such as output and C-N ratio, coming in satisfactory contact with a head and having satisfactory shelf stability in a high yield while ensuring production efficiency. CONSTITUTION: A non-recording layer as a lower layer contg. powder dispersed in a binder is formed on a substrate and a recording layer as an upper layer contg. ferromagnetic powder dispersed in a binder is formed on the non- recording layer. The dry thickness of the recording layer is <=1.0μm, the coercive force Hc of the recording layer is 1,200-3,0000e and the non-recording layer contains magnetic powder but is practically incapable of magnetic recording.
