PURPOSE: Video encoding apparatus and a method thereof, and video decoding apparatus and a method thereof are provided to selectively use the discrete cosine transform-based interpolation filter (DCT-IF) and the discrete sine transform-based interpolation filter (DST-IF), thereby maximizing the compression of video in encoding. CONSTITUTION: A prediction unit (100) selects either DCT-IF or DST-IF based on rate distortion costs (RDC) and generates a predicted block of a current block using the selected IF. A first subtractor (110) subtracts the predicted block from the current block to generate a first residual block. A transformation unit (120) generates a frequency conversion block with the conversion of the first residual block. A quantization unit (130) quantizes the frequency conversion block. A bit stream generator (140) encodes information about the selected interpolation filter and the quantized frequency conversion block into bit stream.
