The computer operating management system involves a computer with central processing unit, main storage memory and secondary storage memory, together with an operating system (2), which allows the computer to carry out several programs at the same time. A process managing program supervises the operating status of several applications programs (3) in order to limit the number of those running simultaneously. The managing program acts as an application program, and checks the current number of applications programs already running when a new program is started. If the number of programs currently in operation is equal to the maximum given in the program definition file, the new application program is not allowed to start.
