A base station that controls communication by a user device operating in an active state with established RRC connection or in an idle state without established RRC connection is provided with: a call release UE determination unit that determines, when the number of the user devices in the active state is not less than a predetermined call release threshold value, one or more user devices from those of the user devices in the active state that are operating in an intermittent reception state as the object for call release; and a call release unit that releases the RRC connection of the one or more user devices determined as the object for call release, and that puts the operating state of the one or more user devices in the idle state.
