PROBLEM TO BE SOLVED: To provide a communication service with high utilization efficiency.SOLUTION: A mobile communication network distribution system comprises: an acquisition unit 11 for acquiring condition information including any one or more pieces of information among information indicating a terminal type of UE 102, information indicating contract contents in a mobile communication system 100 of the UE 102, information indicating the movement state of the UE 102, information indicating service contents which the UE 102 requests of the mobile communication system 100, and information indicating communication quality of a mobile communication network included in the mobile communication system 100; a determination unit 12 for determining a degenerate mobile communication network 104 providing a function meeting a function requirement based on the condition information acquired by the acquisition unit 11 to be a connection destination mobile communication network which is a connection destination of the UE 102; and a distribution unit 13 for distributing a connection destination of the mobile communication terminal to the connection destination mobile communication network determined by the determination unit 12. |
