A bit rate encoder of an image pickup device, which compression-encodes video data is provided with a filter circuit for removing random noise contained in the video data and an encoding circuit for encoding the filtered video data with high efficiency. The filtering characteristic of the filter circuit is improved along with the improvement of the gain of the video data, and accordingly the random noise is reduced when the gain is raised and the assignment of encoded bits to the random noise is reduced. Therefore, a sufficient number of bits for the image data are ensured and the deterioration of the image quality caused by insufficient assignment of bits at the time of encoding is prevented.
