PROBLEM TO BE SOLVED: To provide coding mode selection technique using estimated coding cost.SOLUTION: For providing high compression efficiency, a coding device tries to select a pixel block coding mode for coding data of a pixel block with high efficiency. Thus, the coding device selects the coding mode in response to an estimated value of coding cost on at least a partial mode in possible modes. The coding device does not actually code the block but estimates the coding cost on the different mode. On a constant side, a coding module device does not quantize data of the block on the respective modes but estimates the coding cost on the mode. Thus, coding cost estimation technique reduces a calculation-intensive type calculation amount for selecting the effective mode with such a method. |
