PROBLEM TO BE SOLVED: To issue an authentication code for authorizing an access source terminal to access a Web site.SOLUTION: An authentication code issuing system 100 comprises: authentication code issuance request reception means which receives issuance request for an authentication code for an access source terminal from an access reception server that has received access request to a Web site from the access source terminal; authentication code issuance means which issues the authentication code for authorizing the access source terminal to access the Web site when the authentication code issuance request reception means has received the issuance request for the authentication code; access information generation means which generates access information to the Web site that includes the authentication code issued by the authentication code issuance means; and access information transmission means which transmits the access information generated by the access information generation means to the access source terminal by using a short message.
