PROBLEM TO BE SOLVED: To provide a technology for improving reliability of inspection to a conveyance path of paper sheets in a paper sheet handling device.SOLUTION: A bill receiving and dispensing device 100 includes conveyance paths p1-p9 for conveying bill. A main control unit 200 of the bill receiving and dispensing device 100 executes conveyance path inspection processing for performing circular conveyance of an inspection ticket 1 to the conveyance paths p1-p9, in order to detect or remove bill remaining in the conveyance paths p1-p9. Also, the main control unit 200 determines the deterioration state of the inspection ticket 1 on the basis of inspection ticket history information indicating the use history of the inspection ticket 1 and information indicating the appearance of the current inspection ticket 1 acquired by a bill determination unit 130, and manages the use of the inspection ticket 1.
