The present invention improves the probability of success in a transmission process for an emergency call from a mobile terminal (UE) in a discontinuous reception (DRX) state, or a transmission process from a priority terminal in a DRX state, even when there is congestion. This mobile communication method comprises: a step A in which, in order for a mobile terminal (UE) in a DRX state to perform a transmission process, a wireless base station (eNB) notifies the mobile terminal (UE) of a "Call Identification Request" in a random access (RA) procedure executed between wireless base stations (eNB) when the mobile terminal (UE) returns to a non-DRX state; a step B in which, in the RA procedure, the mobile terminal (UE) sends a "Call Identification" to the wireless base station (eNB) in response to the "Call Identification Request"; and a step C in which, in the RA procedure, the wireless base station (eNB) determines whether to allow the abovementioned return on the basis of the "Call Identification". |
