PROBLEM TO BE SOLVED: To provide a scheduling technique for limiting an intermittent spectrum to reduce control information to be transmitted from a base station (BS) to each mobile terminal.SOLUTION: A radio communication system comprises: ranking means for ranking mobile stations for each resource block on the basis of a channel state; and allocation means for allocating resource blocks for uplink to the mobile stations on the basis of the ranking of the mobile stations, so that the number of resource blocks in a resource block group, which is composed of at least one or more continuous resource blocks on a frequency axis, for one mobile station is equal to or less than a set number.
