PROBLEM TO BE SOLVED: To detect a chance for fault recovery in an early stage by setting fault detecting IE inside a signalling message at the time of receiving the signallingmessage and inspecting fault detecting IE when it is pre-existed. SOLUTION: An ATM node device 100A receives the cell of the signalling m message 201 from an ATM terminal 140 A, discriminates it as the cell for signalling by a switch 124 and assembles it in a frame. Then, an information element for counting the number of passage nodes is set in the signalling message. It is checked whether or not the information elements for counting exceeds a stipulated value at the time of receiving the signalling message, the information elements for counting are counted-up at the time of non-excess, it is detected that the signalling message is abnormal at the time of excess. Fault detecting IE is set inside the signalling message unless it exists and it is inspected when it exists.
