PROBLEM TO BE SOLVED: To suppress generation of a pre-echo and a post-echo. SOLUTION: A gain control position decision circuit 102 detects an attack part and a release part of an audio signal received from a terminal 100. An audible model application circuit 110 obtains a masking level based on an auditory psychological model of an input signal. A gain control variable decision circuit 111 decides a gain control variable selected adaptively according to the masking level. A gain control circuit 103 controls the gain of an audio signal inputted from the terminal 100 corresponding to the gain control variable.
