The system includes first adsorption means 41 having a first adsorbent in which a Ca low transmission film whose permeability of Ca is lower than that of Sr is formed on the surface of an internal filler containing an inorganic material that adsorbs at least Ca and Sr and second adsorption means 42 having a second adsorbent containing a TiO-based inorganic material that carries ferrocyanide Co or ferrocyanide Fe.
