The purpose of the present invention is to provide a process for producing a denitration catalyst suitable for high -temperature exhaust gas by using a ZrO2-TiO2 composite oxide and adjusting the content of solid acid centers to a desired level. This process for producing a denitration catalyst for high-temperature exhaust gas comprises: firing a ZrO2-TiO2 mixture which having a ZrO2 content of 15 to 55wt% at 500±15°C to form a composite oxide carrier; making tungsten oxide supported on the composite oxide carrier; and firing the resulting system at 650±15°C to form a powdered catalyst.
