The present invention relates to environmentally-friendly mortar and concrete compositions which can have high compression strength with a small amount of cement and use industrial byproducts as a main component. The compositions are prepared by mixing 100 parts by weight of combustible calcium hydroxide, 20-40 parts by weight of II-type of anhydrous gypsum, 20-40 parts by weight of alumina, and 40-60 parts by weight of furnace slag powder.
