PROBLEM TO BE SOLVED: To provide a receiving device which exhibits the characteristic of scalable encoding for even a stream type data transfer by TCP, and which can maintain real time capability.SOLUTION: The receiving device comprises: a frame detection unit 85 which detects a base layer reception complete point of time at which the base layers of a reproduction target frame have become complete by transmission video packets received by a receiving unit 81; and a timer unit 86 which, when a predetermined time-out time has elapsed after the point of time at which the base layers of a reproduction target frame were complete in the frame detection unit 85, notifies a reception complete processing unit 84 that the time-out time has elapsed. The receiving device is configured in such a way that the reception complete processing unit 84, when notified from the timer unit 86 that the time-out time has elapsed, transmits a reception complete packet to a transmitting device 101 for a transmission video packet not having had received. |
