摘要 PROBLEM TO BE SOLVED: To accurately set a dynamic parameter value for quality of service (QoS).SOLUTION: An O&M (Operation and Maintenance) server 100 collects pieces of traffic information in base stations 200-1 to 200-3 and pieces of response information indicating response states to control messages addressed to the base stations 200-1 to 200-3, and determines whether to optimize a QoS (Quality of Service) parameter value on the basis of the collected traffic information. If it is determined to optimize the QoS parameter value, the O&M server 100 calculates the QoS parameter value after optimization on the basis of the collected traffic information and response information, and transmits the calculated QoS parameter value to the base stations 200-1 to 200-3. The base stations 200-1 to 200-3 perform communication control on the basis of the QoS parameter value transmitted from the O&M server 100.
