PROBLEM TO BE SOLVED: To access information at random for each pixel by dividing the image of a pixel into plural blocks, indexing these blocks and storing them corresponding to the order of pixels in raster scan. SOLUTION: The image of M×N pixels is divided into plural m×n blocks and H [H<(M×N)/(m×n)] pieces of clusters with m×n kinds of colored encoding codes different one and another as respective cluster components are generated and stored in a 1st storage part 11. The 1st index for identifying one of these clusters and the 2nd index for identifying the respective cluster components in the identified cluster are provided, and the 1st and 2nd indexes are defined as one 2nd cluster. The 2nd cluster is composed of (M×N)/(m×n) pieces of indexes and the order of 2nd clusters for m×n pieces at a section corresponding to the 2nd indexes of the 2nd cluster is stored in a 2nd storage part 10 corresponding to the order of pixels in raster scan inside the blocks. Then, they are accessed at random and outputted by a control part 13.
