PROBLEM TO BE SOLVED: To obtain a Passive Optical Network (PON) system that can perform reduction in power consumption of an Optical Network Unit (ONU) while maintaining a link between an Optical Line Termination (OLT) and the ONU. SOLUTION: In an OLT 2 having a PON control part 26 for controlling a state of a link with an ONU 4, the PON control part 26 generates a control signal relating to transition of the ONU 4 to a low power consumption mode; transmits the generated control signal to the ONU 4; maintains the state of the link between the OLT 2 and the ONU 4, until an operation period of the ONU 4 in the low power consumption mode based on the control signal transmitted by the control part reaches a predetermined period; and determines whether to disconnect the state of the link or not, when the operation period of the ONU 4 in the low power consumption mode reaches the predetermined period.
