PROBLEM TO BE SOLVED: To reduce the instantaneously generated processing loads on a CPU and to transmit and receive the traffic channel to/from a radio channel and a host device without delay. SOLUTION: This channel allocation system is provided with the host device 6, plural CH cards 71 and 7n for transmitting and receiving the traffic channel to/from the radio channel for respective plural codes by one CPU, a CP card 4 for managing the CH cards and a DU card 5 for transmitting and receiving control signals between the host device 6. The CP card 4 is provided with a first buffer 41 for managing the using number of the traffic channels for each CH card and a second buffer 42 for managing which frame offset is allocated to the code decoding part of the CH card and the DU card 5 is provided with a multiplex/demultiplex part 51 for multiplexing/demultiplexing the transmission and reception signals of the traffic channel between the CH cards 71 and 7n and the host device 6.
