The present invention provides a management system of a bicycle parking tower making a management server issue a parking cards for a plurality of parking members and including a parking card composed of an RF card transmitting an intrinsic number as an RF signal, a parking tower terminal included in an entrance of the parking tower to pay and charge the parking card, to give a parking area, and to take and send bicycles by inquiring into information about the parking card, and a management server including a database storing information transmitted through a communication module of the parking tower terminal. The present invention provides convenience to a user, reduces manpower and cost, and by extension maximizes the use of bicycles by using an automating system capable of paying and charging the parking card, giving the parking area, and taking and sending bicycles by inquiring into information about the parking card through the parking tower terminal.
