There is provided a method whereby it is made possible to efficiently obtain agreement from a holder of privacy information relating to the use of the privacy information. Based on a user policy describing at least one rule for handling privacy information set by a holder of privacy information and a set of service policies including at least one service policy which is a rule for handling privacy information predetermined by a user of privacy information, a ranking of the service policy is generated based on the degree of divergence between the user policy and the service policy. The holder of privacy information refers to the service policy ranking and selects a service policy he can agree to.
