SOLUTION: When off-hook is detected, a controlling part 5 sends a link channel establishment message to a base station through a control channel, the base station sends a link channel allocation message through the control channel, next sends synchronous burst and when synchronization is established, the part 5 notifies the set start of a confirmation type information transfer operation mode and performs network setting. The part 5 counts calls in according to the arrival of a response confirmation signal and shifts to a speech communication mode. The part 5 counts the number of calls out whenever a call out arrives, compares it with the upper limit and the lower limit of count that are preliminarily set and keeps a count value at the upper and lower limits when it exceeds this range.
