Active carbon granules bearing organic pollutants are regenerated in a two-stage process. The cleaning process takes place within a closed fluid-bed water-driven reactor, in the lower section of which are noble-metal-coated electrodes inclined at 5-45 pref. 5-30 deg to the vertical, and extending one tenth to one twentieth of the inclined reactor section. Within this section, oxygen bubbles are finely-generated by electrochemical means in a volume ratio of 2-500 with reference to the volume of the load-bearing carbon granules. Before the aerobic process is applied, particles which cannot be aerobically treated, are broken down so that they may then be subjected to biological processing. These processes include: (a) exposure to UV light; (b) the UV source is within the reactor; (c) the agent is introduced into the reactor after exposure to UV light, or ;(d) the fluid bed reactor is operated without additional oxygen until anaerobic treatment is no longer possible, when; (e) operation is changed to the aerobic mode, and aerobic microorganisms are introduced as required.
