PROBLEM TO BE SOLVED: To prevent the increase of ROM on a portable telephone set-side by informing a network-side of an incoming call denial reason signal which is previously set, generating the sound message of an incoming call denial reason, which corresponds to the informed incoming call denial reason signal, and informing a caller of it when a call signal is received. SOLUTION: A reason display notice is put in a cut signal transmitted from a portable telephone set when an incoming call is denied. Two types of incoming call denial reason signals are loaded by using the idle bit of the normal event class of the cause display value. When any incoming call denial reason is previously and selectively set on a portable telephone set-side through an operation part a-1, a call control task a-4 loads the incoming call denial reason signal which is set on the cut signal and informs a network-side of it when the call signal is received. The network-side is provided with a sound message part b-2 storing the sound message corresponding to the respective incoming call denial reasons and generates the sound message corresponding to the incoming call denial reason signal which is loaded on the cut signal and is sent.
