The present invention relates to a mixing device which comprises: a pipe for flowing in the inflow raw water; an injecting pipe which is inserted to the pipe in order to form one end part which is installed in the outside of the pipe and the other end part which is installed in the inside of the pipe; a turbidimeter which measures the turbidity of the raw water which is flowed into the pipe; a first pump which injects a coagulant to the inside of the pipe through the injecting pipe according to the turbidity of the raw water; a first turbine which rotates the mixture of the raw water and the coagulant according to the flow rate of the mixture; a rotation measuring part which measures the rotation speed of the first turbine; a second pump which injects the pressurized water to the inside of the pipe through the injecting pipe according to the rotation speed.
