The present invention relates to a packet switching control method preventing unnecessary cost due to data call attempts by a subscriber terminal of data roaming block service. In the past, when a data call is attempted by a subscriber terminal subscribed to the data roaming block service, a packet exchange device check this and block the data roaming service. However, when a data call is attempted by a roaming subscriber terminal subscribed to the data roaming block service, a loopback address response, which responses a destination IP as an IP of the terminal, is sent to the subscriber terminal; and data call attempts are blocked in the terminal. Cost due to the attempts by the subscriber terminal can be effectively blocked.
