The present invention relates to an incombustible and breathable waterproof heat-reflective insulation material with easy installing properties which is produced by the following steps: spraying a hot-melt adhesive (23) with the weight of 5-15 g/m2 per area on one surface of an inorganic fiber based insulating material (1) in a fibrous partial adhering form for attaching a lower heat-reflective layer (32); spraying a hot-melt adhesive (22) with the weight of 5-15 g/m2 per area on the other surface of the inorganic fiber based insulating material (1) in a fibrous partial adhering form for attaching a reinforcing layer (6) in which a breathable waterproof resin layer (4) is coated to the weight of 10-30 g/m2; spraying a hot-melt adhesive (2) with the weight of 5-15 g/m2 per area on the surface of the breathable waterproof resin layer (4) a fibrous partial adhering form for attaching an upper heat-reflective layer (31).
