PROBLEM TO BE SOLVED: To provide a light control sheet having a flat surface, and capable of utilizing its side surface for the incoming and outgoing of light and reducing the attenuation of a quantity of light by dispersing a number of transparent thin pieces into a resin layer in a state that their surfaces are oriented at a specific angle to the surface of the sheet. SOLUTION: A number of transparent thin pieces are orientated and dispersed in a resin layer between an Xn surface and an Xn+1 surface under a condition that one surface of a resin sheet is y1 and the other surface is y2, in a state that a number of transparent thin pieces are dispersed right side up from a y2 surface to a y1 surface and their surfaces are oriented at a predetermined angleα(0<α<90 degree). Further a number of transparent thin pieces are oriented and dispersed between the adjacent Xn+1 surface and Xn+2 surface in a state that they are oriented right side down from the y1 surface toward the y 2 surface, and their surfaces are oriented at a predetermined angle -β(0<β<90 degree) to the surface of the sheets. The orientation and dispersion of a number of transparent thin pieces are repeated among a resin layer between the arbitrary Xn surface and Xn+1 surface and a resin layer between the surfaces adjacent thereto.
