PROBLEM TO BE SOLVED: To satisfy low oil consumption and high scuff resistance performance at the same time by setting roughness of an inner peripheral face to a specific range and graphite open rate of the inner peripheral face to a specific rate or more. SOLUTION: Roughness of an inner peripheral face is set to 0.4 to 0.8μmR3Z, and graphite open rate of the inner peripheral face is set to 80% or more. A honing finish grinding wheel used in honing when a cylinder liner is manufactured is fiberlike elastic honing finish grinding wheel. Ultra-finish honing suppressing the occurrence of machining flow of a surface in advance can be done using this honing grinding wheel. Since a value of roughness of an inner peripheral surface of the cylinder liner can be reduced and graphite open rate can be increased, it is possible to form the cylinder liner having less oil consumption amount and satisfactory scuff resistance property.
