PROBLEM TO BE SOLVED: To provide a modification method of a heat insulating covering a pipeline and/or apparatus in any sort of factory for precluding them from loss of thermal energy, wherein a cotton-form heat insulating material which has been thrown away conventionally is made passible to be recycled. SOLUTION: A part to be modified (valve) is exposed, and a sack 51 provided separately from a non-combustive cloth approximately in a form corresponding to the shape of the part modified is filled with a heat-insulating material 52 and also an appropriate coupling part is provided so that a main cover 5 is completed, and the cotton-form heat insulating material included in the removed heat insulation structure is reformed and put fully in a small sack so that a small cover 6 is completed, which is installed in a recess in the exposed place, and the whole is covered with the main cover 5.
