PROBLEM TO BE SOLVED: To provide a toilet seat lift-up device and a lifting toilet seat allowing a toilet seat device to be easily lifted on a toilet bowl body and to be easily attached to/detached from the toilet bowl body. SOLUTION: The toilet seat device 10 includes a lever member with a pawl 14C which reciprocates between a first position and a second position. The toilet seat lift-up device 20 includes: a lower plate 40 having first locking parts 42B, 42C; a locking recess 31 to be locked with the pawl 14C moved to the first position; an upper plate 30 having second locking parts 32A, 32B; and toilet seat fittings 50 having first elastic members 51 for applying the elastic force in the direction of raising the upper plate 30. The locked state between the first locking parts 42B, 42C and the second locking parts 32A, 32B is released when the pawl 14C is at an intermediate position in the movement from the first position to the second position, and the locked state between the pawl 14C and the locking recess 31 is released when the pawl 14C is moved from the intermediate position to the second position.
