PROBLEM TO BE SOLVED: To provide a paper feeding device preventing double feeding of a stacked sheet, and an image forming device having the paper feeding device. SOLUTION: The paper feeding device includes a sheet stacking part 32 stacking the sheet P, a feeding roller 36 receiving a front end of the sheet from the sheet stacking part 32 and feeding the sheet, and a sheet deviating means 31 deviating the front end of the sheets P stacked on the sheet stacking part 32 sequentially from the uppermost sheet to a feeding means. The sheet deviating means 32 includes a vibration member 38 disposed on a rear end side of the sheet P stacked on the sheet stacking part 32, and a vibration generating means 39 for vibrating the vibration means 38 in the feeding direction of the sheet P.
