PROBLEM TO BE SOLVED: To provide a magnetic recording medium more excellent in SNR characteristics, its manufacturing method, a sputtering target with which the magnetic recording medium can be easily manufactured, and a magnetic recording and reproducing device more excellent in SNR characteristics. SOLUTION: The magnetic recording medium is provide with a substrate and a perpendicular magnetic film whose easily-magnetized axis is oriented perpendicularly to the substrate. In the case a ground layer consisting of a material containing Co, Zr and carbon is provided between the substrate and the perpendicular magnetic film. The sputtering target used for manufacturing the magnetic recording medium and consisting of a material containing Co, Zr and carbon, the method for manufacturing the magnetic recording medium using the target and the magnetic recording and reproducing device using the magnetic recording medium are also provide.
