Disclosed are an exercise evaluation system and an exercise evaluation method. The exercise evaluation system according to one embodiment of the present invention includes: a program storing part for storing data of a number of exercise recommendation programs; a measuring part for measuring exercise strength of a user; an analysis part for analyzing achievement of the content of an exercise recommendation program selected by the user among the exercise recommendation programs by using the measured exercise strength; and an output part for outputting the analysis result of the analysis part to the user.
