A method for manufacturing an anti-glare film capable of controlling the surface form of the anti-glare film within a wide range is provided. The method for manufacturing an anti-glare film comprises: a process for coating at least one side surface of a transparent base material (20) with a coating agent; and a process for forming an anti-glare layer by hardening the coating agent, the coating agent contains resins, particles (12), and a solvent. The method additionally comprises a shearing process for applying shear to the coating agent coated on the transparent base material (20). The method for manufacturing the anti-glare film has a feature of controlling the surface form of the anti-glare film by adjusting the shear distance defined by the following formula (I) in the shearing process.
