PROBLEM TO BE SOLVED: To provide a two-layered vertical magnetic recording medium having >=50 Gbit/in2 recording density and high medium S/N and to provide a magnetic storage device having a low error rate and excellent reliability. SOLUTION: In the vertical magnetic recording medium formed by successively laminating a pre-coated layer 12, a soft magnetic base layer 13, an intermediate layer 14 and a vertical recording layer 15 on a substrate 11, the soft magnetic base layer 13 consists essentially of Fe, Ta and C and has >=8 at.% and <=15 at.% Ta concentration and the ratio of C connection to the Ta concentration (C concentration/Ta concentration) of >=0.5 and <=0.9.
