PROBLEM TO BE SOLVED: To provide a high-speed data communication service to mobile terminals while suppressing increase in the transmission power of the entire wireless communication system. SOLUTION: In the wireless communication system consisting of a central base station that deploys macro cells covering a wide communication available area, micro cell base stations that attain high-speed data communication and mobile terminals, the terminal has a communication speed discrimination means that discriminates whether or not a communication speed higher than that between the central base station and the terminal is required on the occurrence of a data communication request and with an access control means that transmits a control signal denoting a high-speed data communication request when the communication speed discrimination means discriminates the need for the higher communication speed, and the micro cell base station deploys a micro cell whose communication available area is smaller than that of the micro cell when receiving the control signal denoting the high-speed data communication request from the terminal and makes wireless access to the terminal to conduct data communication at a speed higher than that of the central base station.
