PROBLEM TO BE SOLVED: To provide an electrolyte for an electrolytic capacitor which has a good shelf characteristic, and also to provide an electrolytic capacitor using the same. SOLUTION: The electrolyte for an electrolytic capacitor includes a phosphoric acid metallic complex, and the pH is kept at 7 or below. Accordingly, a quantity of phosphoric acid ions in the electrolyte can be kept at an appropriate one for a long time, and the deterioration of electrode foils after being on shelf can be suppressed. Consequently, an electrolyte for an electrolytic capacitor which has a good shelf characteristic, and an electrolytic capacitor using the same can be provided.
