PROBLEM TO BE SOLVED: To restore omission even though the omission occurs in a received telegraphic message due to a line condition when a duplicated receiver receives a multicast message. SOLUTION: The server 32 of an active system monitors a sequence number attached to the received message by a receiving control process 301, and outputs an unreceived message acquisition request Req if there is any omission. A mutual monitoring process 302 communicates with a spare server on the basis of the request Req, acquired the message corresponding to the message having the omission received by the server to restore the message having the omission.
