The present invention relates to a heat exchanger using a thermoelement to discharge a hot and humid heat transfer medium to a cold and dry heat transfer medium which has been through cooling and dehumidifying processes through a heat exchanger by joining a thermoelement to a space between a radiator and a cooler, absorbing heat from the cooler and keeping the heat in the thermoelement, and discharging the heat from the radiator to the outside; to facilitate the maintenance of a predetermined temperature through voltage control and a current applied to the thermoelement; and to be applicable to various facilities and devices using a compact structure.
