The purpose of the present invention is, when constructing systems with different configurations by using virtual machines that have common constituents, to effectively generate binary files for the virtual machines that are appropriate for the multiple systems to be constructed. This system construction device (100) includes a system information acquisition unit (120) and a VM image generation unit (110). The system information acquisition unit (120) obtains multiple configuration information on systems each including a virtual machine and additional modules to be installed on the virtual machine. When matching virtual machines are detected among the obtained configuration information, and at least one pair of matching additional modules are detected therebetween, the VM image generation unit (110) generates a binary file for operating the matching virtual machines and the additional modules. |
