PROBLEM TO BE SOLVED: To provide a mobile communication system that can easily select an optimum modulation/coding mode. SOLUTION: Receiving a reception error notice from a mobile station, a modulation/coding mode changeover selection section 15 of a base station 1 gives a switching instruction to a modulation/coding section 17 to switch a current modulation/coding mode to a mode of a lower speed. After receiving a reception error notice when a reception error notice is not consecutively received by a prescribed block number Ns, the modulation/coding mode changeover selection section 15 gives a switching instruction to the modulation/coding section 17 to switch the current modulation/coding mode to a high-speed mode. The modulation/coding section 17 selects any of a QPSK modulation/coding circuit 171, a 16QAM modulation/coding circuit 172 and a 64QAM modulation/ coding circuit 173 in response to the switching instruction and the selected circuit conducts modulation/coding.
