A touch panel device with a tactile feedback function includes a plurality of electrodes (1) disposed on the same plane and a control section (20). The control section (20) executes time sequentially a first operation in which the control section applies a first voltage changing in time to some electrodes (1) of the plurality of electrodes (1), detects at that state voltages generated at at least some electrodes (1) of the other electrodes, and detects the position of a dielectric existing in the vicinity of the device on the basis of the detected voltages, and a second operation in which the control section applies a second voltage changing in time to some electrodes (1) of the plurality of electrodes (1), so that the some electrodes (1) generate electric fields.
