PURPOSE: A visible light communication system capable of saving electricity, a control method thereof and an optical transmitting device are provided to effectively output the light of a mobile device when implementing upward transmitting from the mobile device to a lamp. CONSTITUTION: The second communication device (300) comprises the second light receiving unit (310) and the second control unit (330). The second light receiving unit receives multiple infrared signals outputted from the first light emitting unit. The second control unit measures bit error ratio (BER) responding to multiple infra-red signals transmitted from the second light receiving unit. The second control unit transmits identifying information of light emitting element outputting infra-red signal of the least BER.
