A touch panel according to an embodiment of the present invention includes a touch screen generating different signal rates according to a position in which a plurality of X electrode lines and a plurality of Y electrode lines, which cross each other, are formed and connected and a plurality of comparators connected between an adjacent first Y electrode line and a second Y electrode line. A contact position of the touch screen is detected depending on an output code composed by using output values of the comparators. a position detecting method of the touch panel according to an embodiment of the present invention includes a step of generating a position signal which is different according to the contact position between the X electrode lines crossing each other and between the mutually adjacent first Y electrode lines and the second Y electrode lines; a step of detecting each adjacency signal from the Y electrode line which is adjacent to the left side of the first Y electrode line and the Y electrode line which is adjacent to the right side of the second Y electrode line; a step of inputting the adjacency signal as an input signal of the comparator; a step of overlapping the position signal on one of the detected adjacency signals; and a step of comparing the input signal with the comparator. An integrated circuit according to an embodiment of the present invention includes a positive input device receiving a different first input signal according to a touched position; a negative input device receiving a second input signal; a plurality of the comparators including an output device outputting a comparison signal of the first input signal and the second input signal; and a calculation unit generating the position signal by decoding the comparison signal of the comparators.
