The device has a control bar (1) comprising eccentric guides (3a, 3d) of front lines (4a, 4b). The guides are moved away and offset with respect to center of the bar for being directed toward central guides (3b, 3c). The central guides are located toward the center and placed with respect to each other to return the lines toward a fixing system. The bar has a blocking device for blocking the front lines and comprising blocking parts (2a, 2b) placed near mobile components i.e. front lines, or the guides. The parts block mobility of the components by moving towards each other.
